Apartment Association of Michigan 2012 Major Accomplishments

  • Successfully enacted legislation which amended the Tax Tribunal Act to increase interest rates on tax appeals. Will provide an incentive for local governments to resolve appeals more quickly and help close the unfair gap between the rate on appeals versus delinquencies.
  • Worked in coalition for successful enactment of legislation to correct problems relating to interpretation of nonrecourse loan carveouts.
  • Pursued legislation to amend the Housing Law of Michigan to include townships under the law, limit registration fees, allow increased time between inspections, and cap inspection fees. This effort will continue in 2013.
  • Successfully opposed legislation requiring landlords to provide additional, unnecessary notifications in foreclosure situations.
  • Successfully opposed legislation to allow local rent control and inclusionary zoning.
  • Continued legal advocacy started in 2011 on two court cases relating to Tax Tribunal decisions. The first case involves a decision allowing a special assessment to be levied on an apartment community using questionable value rationale. The second case involves a decision that destroys the statutory mandate that transferred properties be assessed using the same valuation method used to value all other property of the same classification.
  • Delivered outstanding educational content in such interest areas as Fair Housing, HUD/FHA financing, medical marihuana, crisis management, and nonrecourse loan provisions.
  • Organized members in multiple local communities to advocate against unreasonable local apartment inspection ordinances.
  • Hosted another highly successful AAM Economic Forecast & Market Update program.
  • Provided Builder Continuing Competency and Real Estate Continuing Education.
